I am looking for a MT#3 shank shell mill arbor with a .750 dia. stub, and tapped end.

Check Travers & KBC. Sounds like you need a saw arbor. Shell mill arbors usually have a keyed shaft and a left hand or right hand nut (depending on rotation), not a screw.

I looked in all of my catalogs MSC, J&L, Production supply, McMaster Carr and Doall I do not see anything smaller than #4 MT. You may have to call an industrial supplier to find this one.
