I know, I know spin pieces of metal (Ha Ha Ha). Really, what would something like this have been marketed towards? Automotive possibly?

Probably for polishing. If you could slow it way down, it would make a good welding positioner.

The
Hardinge speed lathe (http://www.lathes.co.uk/hardinge/page10.html) with a short bed and quick-acting cross-slide is alot more capable.

Since there's no bed, only a platform...my guess would be polishing, or sanding.

Use it as a straitening lathe. For tooling all you need is some big pipe, a few hammers and a hydraulic jack.
