This is quite amazing, if professor Williamson was actually a witness (he taught chemical and process engineering when I lived in New Zealand).

I'm impressed that the inventor is 92.

Not enough information there to draw any sort of conclusion, but I have read sonochemistry papers involving the treatment of epoxy with ultrasonic energy at 20khz. The sound driven cavitation is so powerful that it breaks chemical bonds in the epoxy and generates free radicals which improve the crosslinking and thus strength and temperature resistance of the cured resin.

There is also a related effect called sonoluminescence wherein the cavitation (in water) is so rapid and powerful it is thought by some that a tiny burst of fusion takes place when the flash of light is emitted.

It takes a certain amount of watt-hours to heat a given quantity of water by a certain amount, there is NO way around that. Submersable heaters for drinks have been around for years and are 100% efficient, you CAN'T improve on that. They will heat any quantity, as will a microwave oven. Can't say if his gizmo works as described or not, but it's not going to change the world. Just another answer to a question never asked.
