Is there a formula for determing the clearance on a corner notcher?

The notcher is of the type that is an attachment that fits in a hydraulic press and used for cutting 90 degree notch out of sheet metal.
A formula for mild steel and for aluminum would be nice.

It depends on the material thickness but since you mentioned sheet metal I would go for .002" all around which may require some selective shimming. I say .002" all around because I have checked machines set up by others who say they have it set correctly but when I check it myself I find that the clearance varies from zero to .006" at different locations.
