Is there a program & IO board out there that a old Laptop & linear encoders that can be used for a Digital Readout?

There is the old yadro project if you can get someone to sell you the interface board kit.

Nice thing with the Lindsey link is that no interface is required, it shows transistor buffers, but I have used TTL differential encoders/scales directly in to the P.P.
Although on some laptops the P.P. voltage is 3.5v, so it could be a problem, I have only used it on Desktop P.C.s.

You dont even need all those transistors. Just use the high line of the differential referenced to ground. That will give you a 5v p-p signal that the parallel port will be happy with.
I would ditch the laptop and do something like the shumatech kit:
