What does the bevel cutter dimension refer to? The larger diameter of the cutter, or the smaller diameter?

I want to put a bevelled edge around a 1 1/8" hole. I think I want a larger bevel than a duburring tool would provide, so I'm looking at bevel cutters.

Is there a better/easier/cheaper method than using a bevel cutter?

How big of a bevel do you want? What material do you want to cut the bevel in? How accurate does the angle have to be?

I'm imagining a single-point solution that you make yourself. Basically a fly cutter with the slot for the toolbit cut at 45* wrt the axis of the spindle. You could use 1/4" square tool bits and you'd have yourself an adjustable bevel cutter that cut a 45* bevel whose face was 1/4" wide and you could adjust it from say 1" to 2" or so.

You can buy countersinks easily up to 2" diameter. That's what I would use.
