Without more specific information I would suggest welding washers to the link or forging the ends of the link flat and then drilling holes. If you want to machine it from a solid piece, turn the link to the desired size, mill the ends flat as desired and drill holes.

How many? How big? Material? How long a link? What kind of tolerance? What equipment do you have available?

Since you say 'washer' I am going to assume flat sheet. In industry a part like this would be made by punching it out with a press. If you need a single one for a repair you could drill two holes and then cut/file the outside profile.
