I found a couple of these and I think I've seen things like this before...I believe they're copper. They seem to be made of two halves pressed together.
The letters stamped on them are: GWD

Security seals, Like on water or gas meters.
Maybe off an engine governor.

That sounds probable...just seems way more complicated when a punched, flat tag, stamped with numbers would have done the trick.

I've seen something similar on old burlap bags to close them, they were very old. Don't know what was in the bags. Bags were in an old RR station building. Looked as though they were heavy with contents.
