Found this at the range, the primer reads 38 short colt.
all aluminum.

Someones home made snap cap, flare gun cartridge or grenade launcher shell.

Yoy can turn it down to use in a 12, 20 or 16 ga but it won't be very accurate.

That probably goes to a 37mm or 40mm "grenade" launcher. If it's 40mm, it's probably something the local PD or state police practiced with and left behind. If it's 37mm, it probably fits one of the civillian-legal lookalike "flare launchers".

In either case, it's either just a blank, a riot-control round (fires a beanbag or a cluster of rubber balls) a flare, or something similar.

Let us know if you find out for sure.

It isn't what it appears to be. It is a center fire primer installed in a Colt .38 short brass shell which is inserted into an aluminum carrier the purpose of which is not obvious. Might be a blasting initiator. The threaded hole in the side suggests something is screwed into it and that something could be det cord, for example.

The 38 Short Colt was probably a blank to propel whatever was in the blue casing.
