It is a sine bar. Measure the distance between pins, dollars to donuts it'll be to some round number like an inch, then its the standard sine bar formula sine of the angle = mic reading / distance between pins.
It looks like it is made by a toolmaker, probably using the frame of an old 3-4" Mitutoyo mike.
The exact pitch of the pivots would be essential for the calculations.

In any case, it's easy to make up a cart on a spreadsheet once you are sure of the length of the bar if you would prefer to not have to do the calculation each time you use it.
Cool gadget, first time I've heard of such a gadget.
It's actually built on a National frame and the sine bar is on 1" centers; this one of many precision measuring tools I picked up, yesterday from my Dad's estate. 15 different mics (including 3 Etalons), 6 indicators, gauge blocks, broach set, chucks, and etc. Christmas came early!!
