Putty knife + kerosene + elbow grease.
Oh, and rags. Plenty of rags.

if it's that brittle stuff they use on mobilehomes, "roof coating"...a VERY high psi....3000+ may take a lot of it off. gotta keep a low angle and sorta peel it off.
if it's "plastic cement"...roof tar....and not brittle ???...kero & scraper.
roofers use a torch to soften the stuff and then scrape it off. they always have a fire ext handy !!!
I had to repair a motor home roof that someone had "fixed" with tar. What a pain! And no, I'm not on crack.
I ended up using ice bags to make it brittle then chipping it off. The balance was removed with paint thinner and cleaned up with lacquer thinner.
Dry ice should do it nicely.

Imight have a big fire. Seriously i bought a 3000 psi subaru pressure washer. Its nice ill try it on the roof and get my nephew at 15 cash an hour to grunt. I was told the epdm rubber will blow off. Any ideas.
