Can't help you with the wax. A Google search for "shrink rule" turned up several sites that look like they sell new ones. There are two for sale on eBay as I write this.

Metal shrinks as it cools, so the cavity in a mold has to be larger than the part to be cast. The cavity in the mold is made by packing sand around a patter and then removing the pattern. To avoid having to calculate the pattern dimensions from the desired part dimensions, pattern makers have rules the the appropriate shrinkage factor built in. For instance, if a particular metal shrinks 5%, the inch marks on the corresponding shrink rule will be 1.053" apart. The pattern maker just uses the rule as he would any other rule.
