First, did you properly set the level up before using it? Every level should be checked and adjusted before use. I set my Starrett #199 on the edge of my granite plate and note bubble position - the level is then turned end-for-end and checked again. The bubble should read the same number of divisions in the same direction - if not it has to be adjusted and checked again. DO NOT LEAVE YOUR HANDS ON THE LEVEL OR NEAR A SOURCE OF HEAT - IT WILL AFFECT THE RESULTS!

The Starrett #199 sensitivity is .ooo5"/Foot per division. Your level may be different. What make and model is it?

After you test your level as per Thrud's directions, you could see how much the bubble moves when a .001 shim is placed under the end.
    Good Luck
