Cannon build question

I started to build a cannon,I wanted to use a reloaded 12 guage shell without shot or any projectile.A buddy told me that that is illegal to build.Is this true?

I was making the barrel bore larger than the chamber.Just wanted a quick and easy way to set it off.

Do you just want it to make noise? If so, why not have it use only a 209 primer? The smokeless powder in shotgun shells will not burn without pressure so the unburned powder will just fly out the barrel. In order to make a bigger BOOM you may have to try blackpowder which will BOOM without pressure. I like the primer only idea. You could turn it down and tune it to make the proper pitched BOOM, whatever that might be.
