Default Electro Mechano Drill odd attachment

I have a small Electro Mechano high speed sensitive drill press. It has what appears to be a shop built arm on it that I haven't been able to figure out a purpose for. Perhaps you guys might be able to look at the images and hazzard an educated guess. It is the piece under the drill assembly with the adjustment bolt and jamb nuts which push against the drill.

Electro Mechano sent me a few new bits for free, including new speed indicator and rivets.

    Default Drill Press

We can't see the left side to see if there is something that the bolt is pushing against. From what we can see, I would say that could be used to fine tune the lateral position of the drill bit and/or used as a stop so the drill could be swung to the left to facilitate inspection, measuring, or part changes, then accurately returned to the original position.

The bolt would push against the C-shaped frame. Your second idea makes perfect sense.
