Find a place locally that builds flight cases for band gear. They use foam sheets for padding. It's pretty durable and fairly tough, but resilient.
closed cell high density PU foam, you nearly anwered yourself!

Basicly any closed cell foam falls under that catagory.. What you wanna do is find a local foam supplyer and start poken at thier samples, Foam comes in all kinds of hardnesses and textures.
Might also be cross-linked closed cell Poly-ethylene foam. Trade names in UK are "Plastazote" and "Evazote"

Once upon a time plastic foams were easy to identify because there only 2 common varieties. Expanded polystyrene foam (EPS), a thermoplastic and polyurethane foam (PU), a thermoset. Phenolic foams and PVC foams were also around but were basically used only in specialised industries. I generalise, but that's about it.
In the last 25 years several new foams have appeared. Once upon a time a high quality mic case/camera case would have had a high density flexible PU foam liner, but what you are describing, foam with a shiny flexible skin, sounds like either a polyethylene foam as has been suggested or a polypropylene foam.
Speaking of foam... where can I find the foam that is used for the foam disk gun shooters????
