I bet its a typo, 114 HP and 1500euros.

40 is the bed length maybe...inches
and is an "engine lathe" ...that is a common term of old.
its probanbbly an italian putting the english words on the id plate, into an internet babelfish translater

Actually, it looks like a decent piece of kit, despite the fuzzy pic - looks like a tovaglieri MAG, If it is the MAG200,quite a beast (8" centre height, 4HP?) and it'll do 45 - 2000RPM, 39" between centres, hardened bed...
