I am contemplating the idea of turning some on the lathe but if anybody could share it would probably help me.

I do it all the time. I bought a piece of cored aluminum, bore the ID, turn the OD then part off the two pieces. I bought a 5" diameter (I think) slitting saw blade, so I can then hold them in the mill vise,, measure down and slice them in half. Takes a little time, but gives one the option of buying 30MM rings and then can use any scope they choose. It also completely prevents ring marks on the scope, and you'll be surprised how positive the ring caps tighten up.
I do believe Brownells sells a plastic set too.
I designed and built the prototypes of the Delrin ones that Brownells sells. Other sizes, too.

One question, what size you use for OD and ID, do you go 30mm and 1" or sightly over/under size?

I it the ID and OD right on size, 1" and 1.181".
