    Surely there's a need for some control over quality in horse training. Parents don't want to leave their little ones with low grade idiots who provide horses that might throw the child because they haven't been trained well enough to be calm and safe mounts.

    An undertrained horse will think a plastic bag carried on the wind is a threat to them, can shy and even bolt. Training first and foremost should result in a horse that can handle that kind of thing. Under training can kill trainee riders. Standards are needed.
