which cutter is best for cutting 2mm carbon sheet by mill machine? and what is a best spinning rpm speed for home cnc work?

Yuck. Plan on buying a new mill after that job is done. It's almost worse than grinding. Mess city.

If it's just a flat 2D part consider waterjet. I've had a few carbon composite parts cut that way and it worked out well.
