Wholesale Tool Plate Cutter

I was wondering if anyone has information about how to adjust (and use) the Plate Cutter #2800-0425 from Wholesal Tool. I bought one and it cuts pretty good. The bottom cutter wheel is adjustable and the instruction really did'nt discuss the adjusment of it. I looked on the net for more info about the tool but really did not find anything.
