    You can't just multiply volts times amps to get power. This is an AC circuit with reactance, so current and voltage are not in phase. If the "BSX" is getting hot, I would suspect that it is defective. But I am not really familiar with these components.

      does a digital power meter take care of that (the type you plug into the wall)? 83/75 w were measured with that. 0.6 amps with a clamp. 0.6 x 105 seems to be close to rated 55 w.

        The lamp itself is probably mostly resistive, so 0.6 amps and 105 volts is 63 watts, and with 75 watts input that leaves 12 watts to heat up the driver module. That still seems excessive, especially if it is rated to have only about 1 watt losses. The wall plug-n wattmeter should be fine, but unless you pay several hundred bucks for a lab grade instrurment, with calibration, you can't be sure of accuracy. I paid about $15 for this meter, and it seems pretty accurate, measuring volts, amps, and watts on my air conditioner. At least it shows current with 0.01 amps resolution and power to 0.1 watts. 118V and 5.08A is 599 VA, so with 545 watts the power factor is 0.91, which is pretty good for an old A/C.

          btw, without the cap there is 110 w on start up, so its better than nothing.

            Obviously the capacitor is needed to limit the current without dissipating excessive power. Perhaps a smaller capacitor would be even better.
