V block clamp question

This clamp came with a a shop made (perhaps as part of a test?) V block. I'm curious if there is a purpose for the bolt that goes through the clamp horizontally has a purpose? It has a knurled end on both ends and I can't imagine what it is for?

Possible locking mechanism so the vertical screw does not loosen up?

Look like shorter clamp screws and a convenient place to store them.

I have always thought those were for additional support when using the block in a horizontal position. You can screw it down to touch the datum surface to hold the block level, and use the other one like a jam nut to keep it from moving. Anything of weight in the V part will make it want to tip down in that direction.

It looks like someone tried to copy the Starrett 567 V-block clamp.

For added support when the v-block is laid on it's side.
