    Actually not.

    6. Updates.
The software periodically checks for system and app updates, and downloads and installs them for you. You may obtain updates only from Microsoft or authorized sources, and Microsoft may need to update your system to provide you with those updates. By accepting this agreement, you agree to receive these types of automatic updates without any additional notice.

It just states that you agree to receive them without additional notice, not that you need to accept them.

Search of help using "metered connection" produced no relevant results.
      According to this site:
Windows 10 is designed for PCs with unlimited Internet connections, and it normally uses as much of your download and upload bandwidth as it wants without asking.

There are some programs are affected by it, primarily those from the app store.

I ran with updates turned off in the registry (downloaded and installed the updates I wanted manually) when you could only turn on 'metered connection' for wireless, when the creators update allowed for using that setting for a hardwired LAN, I started using it and have had no trouble that isn't directly related to my satellite internet.
In 10, I run Firefox, Vivaldi and seamonkey, often all at once.

Whatever that guy thinks may not be true. Much more seen=ms to be affected

my aggravation with Ubuntu Linux: I can't upgrade from 16.04 to 18.04 or 20. whatever. I have to install fresh on a different HDD, reinstall all programs, and copy all files. that never works.

many potentially useful things like TV capture cards do not have drivers or software for Linux.

Can't speak to the tv capture card issue

But can happily report my last major Mint version update (think it was 18 or 19 to 20)
was done in place and everything just worked,
did not even loose my open browser tabs.

                Hi,

If you want to do bleeding edge with little effort, try a rolling release. I've been fooling with Suse Tumbleweed. Impressively stable and usable for being on the edge. I wonder when Ubuntu and it's children switch to rolling releases.
If you think you understand what is going on, you haven't been paying attention.

Pretty sure Win10 is a rolling release

Totally. You can choose from a few different tracks. I stay with the released versions delayed 30 days... Work is far more important than early beta looks at nifty features
