    Most but not all aircraft data comes via ADS-B which is a transmission from the aircraft. Receivers on the ground forward the data to the FR24 servers. Not all aircraft have ADS-B or if they do turn it on, data from some aircraft is blocked (various such as Air Force One, military etc). Some ground air traffic organizations participate and send data from their radar system to the server and they may deliberately delay the data.

    Some areas of the world do not have any participating receivers on the ground in which case there looks to be no aircraft in the air. But of course aircraft may well be their but they just dont show on FR-24.

    In some cases the data does not come from the aircraft at all but is derived from their flight plan and is estimated according to early reports, oceanic areas for example.
