Running a true 90 degree tool to a shoulder is asking for trouble with chatter and chip jamming.
As seen below a 90 Deg. tool will cut with its entire front face at a shoulder, this often ends in Tiers.
A 5 Deg. angle creates clearance at the shoulder, this is not ideal for roughing but is nearly essential when turning to a shoulder.
