Neutralize it with vinegar:
It will produce sodium acetate and water, but probably other stuff that the lye reacted with.
Then maybe pour the solution on concrete as a waterproofing agent.

Well……. I figured out what happened I was getting ready to throw the bad can of paint out and I happened to look at the label, it wasn’t paint it is primer the can on the right. I sure had my head in my butt. It probably would of been fine if I would have thinned it a bit and sprayed it on then using actual PAINT instead of primer.
