Not necessarily - i.e., if had to stay underwater or if crossing some countries wasn't feasible.

But I was replying to the 15 HUNDRED miles in the OP. 15 hundred can't be - must be 15 thousand.

Ummmm, now I am confused as it looks like 15,000 miles in three cables would not be quite enough as San Francisco to Tokyo great circle is a bit more then 5000 miles.
