    The best tool for this job is an oil extractor. They are completely manual so you place a tube in whatever you want to suck out then pump up the vacuum in the container with a hand pump.
    I have one that is almost worn out because I have used it to change oil in a lot of marine engines as well as sucking up fuel, gasoline, antifreeze or whatever.
    They work well and are completely safe for combustible liquids.
