How did they make these??

I want to make a set of these paw doughnuts for the wife. I bought these several years ago and can't remember who I got them from. They are used to keep a horse from pawing when in the stall or trailer. They are 1/2 inch steel rod. bent in a 3/4 circle. Any idea how these were made??

1/2" bar I would be tempted to wrap by hand around a pipe in a circle and then cut out the piece you need.
