Cutter for 9 tooth 16/32 involute spline

I have a broken shaft from a gearbox with a flat root involute spline. Through reading this forum as well as other sources I believe it's a 16/32, althought I haven't done any serious measuring to verify. The shaft OD is .625 on the money. Roughly measuring with calipers the internal spline ID is slightly over .500. I think it's a side fit because I can see daylight between the major diameters when the broken piece is slid into it's mate.

I've poked around the interweb for a cutter, but I haven't found anything less than 12 teeth. Any leads on where I might find such an animal?

It is possible to grind a bit for a fly tool for cutting splines. It takes a long time and a steady hand to grind the form into the tool. One bobble with the dremel and you get to start over.

Thanks for the info guys. I was hoping to be able to buy a cutter and avoid a project to be able to do the real project. Does anyone have software that could kick out a dxf? I've got AutoCAD 2004 and solidworks 2007.

I drew an involute spline using the string method in solidworks for wire edm shop a year ago. It's a bit of a pain to do. They were able to cut the profile I created but it didn't pass QC. I could draw this one using the string method but it's on the same level as going to the dentist.
