It's a bench laminator.
"Bench laminator composed of two gears and a crank, with the clamp to fix it at the top and the two parallel cylindrical wheels that, joined to the two gears, rotated in the opposite direction and pulled the metal to crush it, just rolling it. On the opposite side there is the screw that was used to move one of the two wheels to the other to adjust the thickness of the laminae."

Laminator....? Probably a "translate" issue... laminating to me means attaching two pieces of thin material, which does not quite seem right here. Some crossbows used laminated bow material, but......
Perhaps more appropriately a "rolling mill".... for reducing the thickness of material, maybe used with hot iron, since it does not look substantial enough to work on cold iron or steel, nor even brass etc. To make the thinner strip that could be "laminated" onto something.CNC machines only go through the motions
