Laminator....? Probably a "translate" issue... laminating to me means attaching two pieces of thin material, which does not quite seem right here. Some crossbows used laminated bow material, but......

Perhaps more appropriately a "rolling mill".... for reducing the thickness of material, maybe used with hot iron, since it does not look substantial enough to work on cold iron or steel, nor even brass etc. To make the thinner strip that could be "laminated" onto something.
