You're probably referring to 12L14 which goes by the name Ledroy. It's low carbon steel with lead, which improves machinability significantly (1018 is 78% while 12L14 is 170%). It really does machine beautifully with great finish, however it rusts very easily.

Could the designation that you are looking for be 12L14 steel? My copy of Tool and
Manufacturing Engineer Handbook describes
12xx series "standard steel" as
Rephosphorized and resulfurized carbon-steel
grade. The "L" is added to designate that
lead was added. Lead is added for better machinability. It machines better than 1018 carbon steel. Not very good for arc welding need to prep the steel to do so. Look in Machinery's Handbook for procedure I think I read it in there at one time.
