Is there a ratio between the diameter of the crankpin and the thickness of the parallel rods and main crank rods of a side rod locomotive? My free lance job has 5/8" diameter crankpins. What should the thickness of the rods be?

7 1/2" gauge, I assume?
I don't know offhand, and I doubt that there is a single fixed ratio, but one obvious thing to do is go through back issues of Model Engineer, Modeltec, Live Steam, or whatever, and see what was done on other engines.
