Of the two choices mentioned by the OP, I would go with the 4130(?). That is likely pre-hardened 4140, 4130 would require the addition of carbon to harden....

That's how we did our 5c collet blocks in school. Rough machine, heat treat, grind the bore, then grind the outside hex or square to the bore....
